The Baltimore Child Development-Community Policing (CD-CP) formally known as the Community Oriented Partnership Services (C.O.P.S.) Program is a partnership among the Baltimore City Police Department, the Johns Hopkins Hospital Division of Child Psychiatry Community Programs and Baltimore communities, for the purposes of helping youth impacted by violence. Currently this partnership consists of a very dedicated, hardworking group of police, clinicians, and community representatives who have been working together above and beyond their daily responsibilities to develop and implement this comprehensive program to assist youth who experience or witness violence.
The mission of the CD-CP Program is to respond to specific incidents of violence as they occur with an immediate goal of assisting children to heal and a broader goal of breaking the cycle of violence that exists in our City. The primary goal of the CD-CP program is to reduce the occurrence of and the problems associated with violent crime in Baltimore by:
- promoting and strengthening collaborative relationships of police officers, mental health professionals, and community members
- providing a rapid and effective response for children, families and communities exposed to violence
- working with community residents

Composed of parents of detained youth, neighborhood leaders, service providers, policymakers, and researchers, the Subcommittee on Program Development and Accountability is leading efforts to ensure that: youth and families involved in the Juvenile Justice Center receive the most effective and appropriate services possible; youth and families in need of services are linked to community-based programs; procedures are identified and implemented to monitor the needs of youth and families; appropriate data are collected and used in monitoring the extent to which the new JJC is leading to more positive outcomes for children and families; local and state policies; and programs are consistent with the needs of Baltimore's youth and families.

The Family League of Baltimore City Inc. was founded in 1991 as a quasi-public, nonprofit organization to fulfill the Maryland legislative mandate for the establishment of Local Management Boards (LMBs) in all jurisdictions in the State of Maryland. The role of the LMB is to focus attention and resources on improving the well being of children and families by engaging communities and encouraging public and private partnerships.
The Family League is a local planning and governance entity that does not provide direct services. The organization initiates collaborative processes to enhance strategic planning efforts to improve child and family well-being results and indicators. All service provision is conducted through service contracts with community-based providers. The Family League is also responsible for program monitoring, oversight and evaluation. The Contract Management Unit works closely with contracted vendors, providing support and technical assistance to ensure the delivery of quality, effective services to children and families.

The mission of the Office of Safe and Supportive Schools is to promote healthy child development and supportive schools through the application of research-based prevention and intervention strategies to address drug abuse, violence, bullying and other behavior concerns as outlined in the Student Discipline Code. This is accomplished through the implementation of a Student Centered Strategy that includes policies; youth development and leadership; curriculum and instruction; professional development; and interventions services and supports. The office staff works to foster collaborative relationships with institutions, agencies, and communities.
