Evaluation of Turning the Corner on Achievement Program (TCAP)
The Turning the Corner on Achievement Program (TCAP) provides middle school youth from East Baltimore with an after-school program during the school year as well as a summer academic program. The after-school program is implemented at two middle schools by two non-profit organizations. At each site the program provides students with academic remediation that emphasizes the Maryland School Assessment skills— math and reading—while also exposing the youth participants to arts and culture enrichment activities. Academic outcomes as well as other significant adolescent developmental outcomes will be assessed at multiple time periods through surveys and existing administrative data. Data collection will include new efforts as well as gathering data collected prior to the beginning of this study, both through TCAP and the Baltimore City Public School System, to expand our understanding of the academic and behavioral trajectories of the young people involved in TCAP. Surveys will also be employed to examine educational engagement of families participating in TCAP. Qualitative methods including both in-depth interviews and program observations will be used to develop rich case studies of the program and the participants’ experiences in the program.
