How NEP Works

The National Evaluation Platform is built through a cycle-based approach that progressively adds new types of data, analytical tools and communications skills. These skills compose the NEP Toolbox - a suite of evaluation and communication tools which help NEP country teams produce and disseminate MNCH&N findings to policymakers.

The NEP evaluation cycle begins with a priority policy questions endorsed by HLAC members. The Home Institution and Technical Task Team translate this policy question into a series of answerable evaluation questions.

NEP brings together relevant health, nutrition and contextual data needed to answer the priority policy questions. Using NEP tools, the Task Team maps and assesses the quality of existing data from a range of sources—including household and health facility surveys, censuses, program reports and routine management information systems—and sectors, such as education and environment. NEP makes full use of available data, but in limited cases, new data is collected to supplement existing data.

NEP applies rigorous analytical methods to address priority policy questions. The NEP Statistical Framework supports numerous types of analyses including time trend analyses and the Lives Saved Tool (LiST) modeling. Policymakers can commission the NEP country team to conduct comparative analyses of contextual factors affecting program implementation and results, including population dynamics, climate, conflict and social and cultural factors. NEP also conducts equity analyses to identify populations that are not being reached by key interventions.

NEP strengthens the capacity of the Home Institution and Task Team to clearly communicate findings to HLAC members and other audiences. NEP trains the Task Team on advocacy and communication techniques to convey NEP findings and inspire policy change. Using NEP findings, the government can identify and convey the country’s MNCH&N needs, its progress in meeting those needs, and the gaps that remain.
