604.601.86 Public Health in Humanitarian Emergencies

Description:

Humanitarian emergencies often occur in the context of widespread human rights abuse. Humanitarian actors, whether researchers or practitioners, must have an understanding of human rights laws and policies, as well as training in how to work in environments where human rights and ethical conduct are challenged.

The goal of the course is to give students an introduction to human rights as an analytical framework, a tool, and a source of ethical guidance in humanitarian emergencies. The focus is on how human rights violations may cause, and shape the context of, humanitarian emergencies and how an examination of human rights frameworks and rights-based programs can guide researchers and practitioners to make ethical decisions in their work.

Learning Objectives:

Upon successfully completing this course, students will be able to:

  1. Identify the relationships between international human rights and humanitarian health practice
  2. Describe how violations of human rights affect health of populations in emergencies
  3. Analyze case studies of humanitarian health responses where human rights violations are persistent and severe
  4. Describe the relationship between human rights and ethical approaches to challenges faced by public health practitioners working in humanitarian emergencies
  5. Identify roles and responsibilities of humanitarian health professionals in advancing human rights and humanitarian principles
