In collaboration with the Framework Convention Alliance for Tobacco Control, the Institute for Global Tobacco Control developed the FCA FCTC Monitor, a data collection system to monitor the implementation of the Framework Convention on Tobacco Control (FCTC) treaty. The FCA FCTC Monitor will be an annual report disseminated at the Conference of Parties (COP) to provide a baseline of information to enhance governments’ efforts to fulfill their obligations under the treaty in a timely manner. The FCA FCTC Monitor will focus on key provisions in the treaty, including price and tax of tobacco products, exposure to tobacco smoke, packaging and labeling of tobacco products, tobacco advertising, promotion and sponsorship. In addition, the FCA FCTC Monitor will look at the impact of non-party actors on the implementation of the treaty, including the assessment of non-government tobacco control activities and programs, media coverage and tobacco industry interference. The FCA FCTC Monitor is a civil society-based approach to the monitoring and implementation of the FCTC. Based on a public health approach, the FCA FCTC Monitor will be used to identify areas of strength and weakness in the implementation of the treaty to help focus national and international advocacy efforts. The data collection instrument is organized around core FCTC articles, and allows country informants to give detailed descriptions of the tobacco control situation in their country. In order for the FCA FCTC Monitor to be successful it is important that the annual report is a credible and reliable publication. To ensure high quality data gathering and reporting, training sessions and detailed instructions will be part of the monitoring effort. The intent of the data collection instrument is to provide flexible but solid benchmarks to monitor the implementation of the FCTC in a consistent manner worldwide.
