In 2005, the Gates Institute with support from the John and Lucile Packard Foundation and the William and Flora Hewlett Foundation launched a study in Ethiopia in collaboration with Pathfinder International/Ethiopia and the Miz-Hasab Research Center to evaluate whether adding a family planning component to VCT programs fulfills an existing demand for contraception among VCT attendees, including both HIV-positive and HIV-negative individuals. The study was concluded in 2009. It is the largest study of its kind, including 8,446 closed-ended client interviews and 44 in-depth client interviews, as well as more than 94 quantitative and 22 qualitative interviews with VCT providers. In the report Making the Case for U.S. International Family Planning Assistance, five former directors of the Population and Reproductive Health Program of the Agency for International Development (USAID) issue a call for renewed U.S. political and financial commitment to international family planning programs. The report documents the urgent need for greater U.S. assistance to family planning programs in the developing world which would contribute to international efforts to achieve the global Millennium Development Goal target of universal access to reproductive health services, including family planning, by 2015.
