Deptartment of Health, Policy and Management

The Mission of Health Policy and Management

The mission of Health Policy and Management is to advance the public’s health through the development, implementation, and evaluation of science-based policies and practices.  We emphasize the importance of sound management and creative leadership in finding effective and equitable solutions. 

The Department is committed to advancing research and practice in the following areas:

  • Health Services Research and Policy: Addresses the organization, financing, and delivery of both curative and preventive services, and their impact on access, quality, outcomes and cost,  particularly for the most vulnerable;
  • Prevention and Public Policy:  Studies the development, implementation, and evaluation of public policies to prevent disease and injury.  We examine the sociopolitical context, legal context, practice-based efforts, and advocacy strategies that contribute to effective prevention policies. 
  • Economic Evaluation and Analysis: Addresses the concepts and methods of economic analysis to study how clinical and public health resources are and should be allocated.  We use econometric techniques to analyze individual and health care provider behaviors, organizational efficiency and government policy, and we evaluate the costs and effects of opportunities for resource reallocation.
  • Bioethics and Health Policy: Conducts research and develops policy related to the ethics of public health practice, health policy, and public health research.  This includes using quantitative and qualitative tools as well as moral analysis, to examine questions such as:  domestic and international population health practice; domestic and international research ethics, genetic screening policy, HIV screening, and social justice/resource allocation
  • Leadership and Management:  Addresses the challenging needs of health care organizations in today's rapidly changing environment, including measuring, monitoring and improving the clinical and financial performance of health services organizations.

The Department is responsible for training public health professionals and researchers in diverse disciplines and fields relevant to the translation of public health science into practice and policy.  The goal is to train public health leaders who will become agents of change to assure the public’s health through effective, efficient and equitable policies, programs and services.
