Center for Refugee and Disaster Response

Gilbert Burnham and Thomas Kirsch, Directors

The Johns Hopkins Center for Refugee and Disaster Response was established in 2000. The Center is a joint academic program between the Johns Hopkins School of Medicine, Department of Emergency Medicine, and the Johns Hopkins Bloomberg School of Public Health, Department of International Health.

The overall goal of the Center is to promote the development of emergency systems to meet the needs of those in less developed settings, including refugees, displaced persons, and disaster victims, through applied research, publications, training, and technical assistance in support of more effective health services and allied programs. We collaborate with governmental, nongovernmental, and international organizations, as well as other research institutions focused on refugee issues, disaster mitigation, and emergency systems development.

At the same time, we seek to integrate research methodologies and program approaches, drawing upon a variety of disciplines found within the School of Public Health. These disciplines include epidemiology, emergency medicine, demography, environmental engineering, mental health, health systems management, and human rights. The Center's research activities have focused on partnerships with nongovernmental organizations (NGOs) to strengthen operational research capacity and management.

The Center offers a Certificate in Humanitarian Assistance to students enrolled in graduate public health studies. The Center coordinates the teaching of courses on refugee health, public health issues in disasters, water and sanitation in complex emergencies, international political science, and stress management for relief workers.

The Center also offers an International Emergency Medicine Fellowship for emergency physicians interested in pursuing careers in international health practice, research, and administration. The two-year fellowship combines MPH course work with fieldwork, research, and program administration. Fellows work with a number of governmental and nongovernmental organizations as a part of the training program.
