CONSTITUTION OF THE ACADEMYHEALTH STUDENT CHAPTER

AT JOHNS HOPKINS BLOOMBERG SCHOOL OF PUBLIC HEALTH

Article I Name of Group

1. The name of this group shall be AcademyHealth Student Chapter.

Article II Purpose

1. The chapter is formed:

     a) To acquaint students with the fields of health services research and health policy.

     b) To provide learning opportunities through interaction with health services research and health policy practitioners.

To achieve these purposes, there shall be no discrimination in individual membership or chapter affiliations because of race, religion, sex, age, sexual orientation, or national origin.

Article III Composition of the AcademyHealth Student Chapter

1. Officers. The Board shall consist of -

     a) Chair or Co-Chairs

     b) Treasurer

2. Members.

     a) Members of the chapter must be current, active members of AcademyHealth.

     b) The chapter must maintain at least ten (10) active members or membership equal to two-thirds of the academic program’s enrollment to be an active chapter in good standing.

3. Committees.

     a) Committee on Professional Development

     b) Committee on Visiting Experts

Article IV Officers

1. Duties. The duties of the officers of the board shall be as follows:

     a) The Chair or Co-Chairs shall –

            (i) Organize meetings.

            (ii) Serve as liaisons to AcademyHealth, the Student Assembly, and the Department of Health Policy and Management.

            (iii) Organize elections.

            (iv) Ensure that vacant positions are filled.

     b) The Treasurer shall –

             (i) Maintain responsibility for the funds of the AcademyHealth Student Chapter.

             (ii) Ensure that the AcademyHealth Student Chapter meets the financial requirements of the Student Assembly.

2. Qualifications.

     a) Officers must be students at the Johns Hopkins Bloomberg School of Public Health. Anyone who is a member of the AcademyHealth Student Chapter shall be eligible to run for a position if—

            (i) he or she will continue to be a member of the AcademyHealth Student Chapter throughout the term of office for the desired position; and

            (ii) he or she is confident that he or she will be able to perform all the duties of the desired position.

3. Term.

     a) For those elected in the Spring, terms of office shall last for one academic year beginning at the time of appointment until the next election. For members elected to fill vacancies, terms of office shall last until the next regular election.

     b) There are no term limits.

4. Removal

     a) Officers’ failure to perform their duties without good cause shall constitute grounds for removal by the Chair. “Good Cause” shall be considered to include functions for the AcademyHealth Student Chapter, academic evaluations, unavoidable academic commitments, and unavoidable personal emergencies.

5. Vacancies.

     a) Vacancies among officer positions of the AcademyHealth Student Chapter shall be filled by candidates selected from members of the AcademyHealth Student Chapter by a majority vote.

Article V Elections

1. Frequency

     a) Elections of officers shall be held each academic year.

2. Nomination Procedures

     a) Members of the AcademyHealth Student Chapter  may nominate themselves or another member.

3. Election Procedures

     a) The website of the AcademyHealth Student Chapter will publicize upcoming elections.

     b) Nominations will be accepted during a chapter meeting of the AcademyHealth Student Chapter.

     c) Each officer shall be elected based on a plurality of votes cast for that office. In the event of a tie vote, successive balloting shall be conducted until one candidate receives a plurality.

Article VI Meetings

1. Frequency of open meetings

     a) Meetings of the AcademyHealth Student Chapter will be held a minimum of twice per academic year.

2. Frequency of officer meetings

     a) Officer meetings of the AcademyHealth Student Chapter will be held  as frequently as necessary to conduct business.

3. Notice of meeting schedule

     a) Notices of meetings will be made through emails to members, the website and electronic distribution to the student list serve of the Department of Health Policy and Management

4. Quorum at meetings

     a) Not applicable

Article VII Amending the Constitution

1. Procedure for recommending amendment

     a) All members may recommend amendments to the constitution.

     b) The member proposing an amendment must submit it during a regular meeting.

2. Procedure for voting on amendments

     a) All members who are present for the proposed amendment will be eligible to vote. The amendment requires a plurality of votes to pass.
